BOARD MINUTES

TOWN OF COLUMBIA

REGULAR TOWN BOARD MEETING

    October 9, 2008      

 

The Town of Columbia Town Board held a regular monthly meeting October 9, 2008, at the town building.

   

MEMBERS PRESENT: Supervisor Weiss, Councilmen Keeler, Lynch, and Teletnick.

 

MEMBERS ABSENT: None

 

OTHERS PRESENT: Pat Woytowich, Clerk; Highway Supt., Aaron Smithson; John Murtha, Planning Board Chr.; 2 residents of the town; Mitchell VanWinkler,               Codes/Zoning Officer (7:55 pm)

 

Supervisor Weiss called the meeting to order at 7:30 P.M.

Pledge of Allegiance

A motion was made by Councilman Teletnick, seconded by Councilman Lynch, to accept the minutes of 9/11/08.

  VOTE:  All members voted aye.

 

A motion was made by Councilman Teletnick, seconded by Councilman Keeler, to accept the Supervisor and Town Clerk monthly reports.

  VOTE:  All members voted aye.

 

FUEL BIDS: One fuel bid was received from Mohawk Home Comfort Services.

       #2 Fuel oil- a fluctuating price of #2.8355 cents per gallon. This price is based on Mohawk Home Comfort Service Posted Marcy #2 Fuel Oil Price plus a $.2390 p/g fixed differential on day of delivery.  Example 10/07/08 ($2.5965 p/g + $.2390p/g=$2.8355 p/g)

        Premium Ultra Low Sulfur Diesel – a fluctuating price of $3.1105 per gallon.  This price is based on Mohawk Home Comfort Service Marcy posted ULSD Price plus a $.2690 p/g fixed differential on the day of delivery. Example 10/07/08 $2.8415 p/g+ $.2690 p/g=$3.1105 p/g).

        Premium Ultra Low Sulfur Kero Diesel – a fluctuating price of $3.3700 p/g for the ultra low sulfur kerosene portion of the winter blended fuel.  This price is based on the Mohawk Home Comfort Service Marcy posted ULSK plus a $.2690 p/g fixed differential on the day of delivery for the ULSK portion of the delivery.  Example an 80% / 20% winter blend 80% of the delivery at the ULSD price – 20% of the delivery at the ULSK price. Mohawk blends the winter ULSD to meet New York State ULSD specifications.

        87 Octane Regular No Lead Gasoline – a fluctuating price of $2.5640 per gallon.  This price is based on Sunoco Marcy No Lead Gasoline Reseller Rack plus $.2240 p/g fixed differential on the day of delivery.

        The fluctuating prices will increase and decrease with our costs on date of delivery. All quotes subject to applicable taxes.

 

 BILLS:  The Board audited the monthly bills.  A motion was made by Councilman Keeler, seconded by Councilman Lynch, to accept the following bills:

General Fund, #139 - #153 for $ 8,015.90

Trust & Agency, #10 for $ 347.13

Highway, Item 1, #23 - #27 for $ 18,773.51

Highway, Item 3, #79 - #86 for $  4,553.42

Highway, Item 4, #52 - #56 for $ 14,124.47

  VOTE: All members voted aye.

 

 

DEPARTMENT REPORTS:

-ZONING: Mitch presented the board with his quarterly report.  Discussion followed on the on going investigation of complaint of George property, Jordanville Rd.  

-PLANNING BOARD: John Murtha reported that all is quiet with the planning board. Board is looking for what changes the town board wants to the Comprehensive plan.

Zoning Commission will meet with Planning Board next Wednesday.  Commission is gathering zoning laws from other towns.  Looking for input/direction from the town board.  The town board requested the commission review present zoning law and report back to the town board with suggestions/changes.

-HIGHWAY: Aaron reported

· Three trucks ready to plow.  2006 pick-up coolant lines and brake sensors replaced.

· Ditch work on Jones Rd. Gradall being put to use  Mowing and cold patching as weather allows.

Trash Day went well.

 

CORRESPONDENCE:

· Resignation of Councilwoman Melissa Tripolone was received.

· Grantmanship training received and given to John Murtha

Equalization rates for Herkimer County

 

NEW BUSINESS:

Supervisor Weiss spoke with Bob Ranger regarding BAN for the new truck.  A motion was made by Councilman Keeler, seconded by Councilman Teletnick, to adopt the following resolution #08-12RESOLVED: The Town of Columbia Town board hereby authorizes the Supervisor to pursue a bond/lease for $100,000.00 towards the purchase of a new snow plow.

         VOTE: Keeler, aye, Lynch, aye; Teletnick, aye; Weiss, aye

 

BOARD DISCUSSION:

· Councilman Keeler reported that trash day was a success.  Would like to see a trash day held in the spring and the fall next year.  Discussion followed.  The board decided to hold a trash day the first Saturday in May and October next year.

Dog restrain local law was discussed. The board would like to have the Dog Control Officer attend next meeting to answer questions and receive his opinion.

 

-BUDGET: A motion was made by Councilman Keeler, seconded by Councilman Lynch, to adopt the following resolution #08-13RESOLVED: The Town of Columbia Town Board hereby adopts the tentative budget as the preliminary budget and sets November 13, 2008, 7:30 p.m. as the date for the public hearing and requests the clerk to advertise same. 

         VOTE: Keeler, aye, Lynch, aye; Teletnick, aye; Weiss,

 

       Councilman Teletnick stated that he attended a land use conference at MVCC.  Brief discussion followed.

 

       A motion was made by Councilman Teletnick, seconded by Councilman Keeler, to accept the fuel bid from Mohawk Home comfort Services.

  VOTE: All members voted aye.

 

INPUT:  The Board received input from those attending.

 

A motion was made by Councilman Keeler, seconded by Councilman Lynch, to adjourn.  The meeting was adjourned at 9:05 P.M.
