BOARD MINUTES

TOWN OF COLUMBIA

REGULAR TOWN BOARD MEETING

    August 13, 2009      

 

The Town of Columbia Town Board held a regular monthly meeting August 13, 2009, at the town building.

   

MEMBERS PRESENT: Supervisor Weiss, Councilmen Buddle, Keeler,                           Lynch, and Teletnick.

MEMBERS ABSENT: None

OTHERS PRESENT: Pat Woytowich, Clerk; Highway Supt., Aaron                  Smithson; John Murtha, Planning Board Chr.;                 John Skinner, Justice; 4 residents of the town

 

Supervisor Weiss called the meeting to order at 7:30 P.M.

Pledge of Allegiance

A motion was made by Councilman Keeler, seconded by Councilman Teletnick, to accept the minutes of July 9, 2009.

  VOTE:  All members voted aye.

 

A motion was made by Councilman Buddle, seconded by Councilman Teletnick, to accept the Supervisor and Town Clerk monthly reports.

  VOTE:  All members voted aye.

 

BILLS:  The Board audited the monthly bills.  A motion was made by Councilman Lynch, seconded by Councilman Keeler, to accept the following bills:

General Fund, #113 - #122 for $ 1,176.88

Trust & Agency, #8 for $ 382.26

Highway, Item 1, #19 - #22 for $ 26,529.65

Highway, Item 4, #45 - #49 for $ 9,500.18

  VOTE: All members voted aye.

 

DEPARTMENT REPORTS:

-HIGHWAY: Aaron reported:

· All equipment in good shape

· Purdy Rd. has been cold paved, driveways have been matched in and shoulder work will begin when road hardens up enough to allow use of grader

· Hayner, House, Dropp and Beebe Spur Roads will be oil and stoned.  Also, will do front parking lot of town building.

· All town roads will be mowed

Pole barn addition discussed

-PLANNING BOARD / ZONING COMM./ GRANTS: John Murtha reported

· Planning Board did not meet in July

· Zoning Commission continues to look at local law. Significant changes in home occupancy portion

· Grants – have been working with Judge Skinner

John Skinner arrived and explained that he is pursuing a grant for possibly up to $30,000 with the possibility of an exit door from the court area, fire proof file cabinets, roof tiles.  John Skinner explained that District Attorney

night is the night that there seems to be congestion in the court area.  Will need resolution from town board authorizing him to apply for the grant.

 

A motion was made by Councilman Buddle, seconded by Councilman Keeler to adopt the following resolution #09-03

RESOLVED: The Town of Columbia Town Board, Herkimer County, New York, hereby authorizes the Town Justice, John M. Skinner, to request up to the maximum amount available for court room improvements as governed by the Justice Court Assistance program (JCAP).  It is understood that maximum funding is thirty thousand ($30,000) dollars and does not require any matching town funds.

                 VOTE:  Buddle, aye; Keeler, aye; Lynch, aye; Teletnick, aye; Weiss, aye.

 

John Murtha also stated that he is working to discuss details of salt shed hopefully with Butler & Seward’s office.

 

CORRESPONDENCE:

· Fundamentals of municipal Accounting presented by Office of State Comptroller – August 25th at SUNYIT, Marcy

Land Use Conference at MVCC October 3rd

 

NEW BUSINESS:

· Discussion on changing phone service from Verizon to Cornerstone. The board would like more information regarding repair charges, etc.

20’ X 80’ addition to storage building discussed.  Board toured area prior to meeting.

 

A motion was made by Councilman Keeler, seconded by Councilman Buddle, to adopt the following resolution #09-04RESOLVED: The Town of Columbia Town Board, Herkimer County, New York, hereby authorizes the highway superintendent to get three quotes for addition to storage building.

       VOTE:  Buddle, aye; Keeler, aye; Lynch, aye; Teletnick, aye; Weiss, aye.

 

Next meeting will be September 10th beginning with a budget workshop at 7:00 p.m.

 

INPUT:  The Board received input from those attending.

 

A motion was made by Councilman Keeler, seconded by Councilman Lynch, to adjourn.  The meeting was adjourned at 8:40 P.M.
