TOWN OF COLUMBIA REGULAR TOWN BOARD MEETING AUGUST 14, 2008
The Town of Columbia Town Board held a regular monthly meeting August 14, 2008, at the town building.
MEMBERS PRESENT: Supervisor Weiss, Councilmen Keeler, Lynch, and Teletnick.
MEMBERS ABSENT: Councilwoman Tripolone
OTHERS PRESENT: Pat Woytowich, Clerk; Highway Supt., Aaron Smithson; John Murtha, Planning Board Chr.; 3 residents of the town
Supervisor Weiss called the meeting to order at 7:35 P.M. Pledge of Allegiance
BIDS: One bid was received for the dump box and sander from Cathy Roberts for dump box $200 and sander $100.
A motion was made by Councilman Teletnick, seconded by Councilman Keeler, to accept the minutes of July 10th. VOTE: All members present voted aye.
A motion was made by Councilman Keeler, seconded by Councilman Lynch, to accept the Supervisor and Town Clerk monthly reports. VOTE: All members present voted aye.
BILLS: The Board audited the monthly bills. A motion was made by Councilman Teletnick, seconded by Councilman Keeler, to accept the following bills: General Fund, #112 - #125 for $ 2,070.60 Trust & Agency, #8 for $347.13 Highway, Item 1, #15 - #19 for $ 17,516.37 Highway, Item 3, #63 - #67 for $ 21,706.53 Highway, Item 4, #42 - #45 for $ 10,866.12
VOTE: All members present voted aye.
DEPARTMENT REPORTS: -HIGHWAY: Aaron reported: In process of purchasing used gradall, performing routine maintenance in preparation for winter Weather permitting will resurface Seckner Road this coming week, Section of Hayner Road to be resurfaced before fall- CHIPS. Doing shoulder work and mowing of roads. · Sand is scarce – will have Dupont Trucking haul sand – price only .33 more per yard than hauling ourselves. Discussion regarding shared services between town and county – to participate need resolution of agreement.
A motion was made by Councilman Keeler, seconded by Councilman Lynch to adopt the following resolution #08-08: WHEREAS the Town of Columbia Highway Department and the County of Herkimer Highway Department desire to enter into a shared services agreement for highway services therefore, be it RESOLVED that the Town of Columbia Town Board hereby authorizes the Town of Columbia Supervisor to sign an agreement for shared highway services with Herkimer County. VOTE: Keeler, aye; Lynch, aye; Teletnick, aye, Weiss, aye Absent: Tripolone
-PLANNING BOARD: John Murtha distributed news from Advocates for Springfield for information purposes.
-SUPERVISOR: Supervisor Weiss stated that on July 24th, Legislators Bob Hyde and Bernie Peplinski, along with himself, toured county roads in the Town of Columbia so they could see the work that needs to be done.
NEW BUSINESS: A motion was made by Councilman Lynch, seconded by Councilman Teletnick, to adopt the following resolution #08-09: RESOLVED: The Town of Columbia Town board hereby appoints Lisa Valentine Deputy Town Clerk and Deputy Registrar per Town Clerk’s recommendation effective through 12/31/09. VOTE: Keeler, aye; Lynch, aye; Teletnick, aye, Weiss, aye Absent: Tripolone
Grant programs were discussed. John Murtha has agreed to look into training program offered by Cornell Cooperative tension of Oneida County.
Local Law from Town of Richfield regarding restraint of dogs and owner responsibility was distributed by Supervisor Weiss. Will be discussed further next month.
BOARD DISCUSSION: · Comprehensive Plan – public hearing held last month. Discussion on one resident per parcel, garage / building in front of house and storage building constructed prior to residence being build. Zoning Commission – John Murtha stated that the commission is just getting started – looking at current zoning law. Expect direction fromtown board. Board will be thinking of issues and communicate monthly.
INPUT: The Board received input from those attending.
BID: Discussion of one bid received for dump box and sander. A motion was made by Councilman Keeler, seconded by Councilman Teletnick, to reject the one bid received. VOTE: All members present voted aye.
2009 Budget: Discussion on tentative budget for 2009. Supervisor Weiss explained various line items.
Transfer Funds: A motion was made by Councilman Lynch, seconded by Councilman Keeler, to adopt the following resolution #08-10: RESOLVED the Town of Columbia Town Board hereby authorizes the Supervisor to transfer the following funds: From DA-5110.1 to DA-9050.8, $7,000.00 From DA-5130.2 to DA-5130.4, $6,858.00 VOTE: Keeler, aye; Lynch, aye; Teletnick, aye, Weiss, aye Absent: Tripolone
A motion was made by Councilman Keeler, seconded by Councilman Teletnick, to adjourn. The meeting was adjourned at 9:00 P.M.
