TOWN OF COLUMBIA ORGANIZATIONAL MEETING January 8, 2009
The Town of Columbia Town Board held an organizational meeting January 8, 2009, at the town building.
MEMBERS PRESENT: Supervisor Weiss, Councilmen Keeler, Lynch, and Teletnick. MEMBERS ABSENT: None OTHERS PRESENT: Pat Woytowich, Clerk; Janet Elliott and Cindy Latt; Shelly Burke, Tax Collector; 8 residents The pledge of allegiance was said. Supervisor Weiss called the meeting to order at 7:28 P.M. and read the following appointments:
1. Official banks-newspaper- mileage a. Official newspaper - The Evening Telegram b. Banks: 1. Supervisor- NBT / Bank Of Cooperstown 2. Town Justice - NBT 3. Town Clerk - NBT 4. Tax Collector - NBT c. Mileage rate for personal vehicles used for town business-($.40 per mile)
2. Elected officials - amount budgeted-pay schedule a. Highway Superintendent- $38,000.00 per annum, bi-weekly b. Supervisor-$6,650.00 per annum, bi-weekly c. Board members-$1,450.00 per annum, quarterly d. Justice-$6,800.00 per annum, bi-weekly e. Town Clerk-$8,450.00 per annum, bi-weekly f. Tax Collector- $1,800.00 per annum, quarterly

Grant writer / flood plane adm. – John Murtha - $2,400.00 per year/quarterly 4. Highway a. Top pay $14.25 with $.50 per hour increase for anyone with 5 years in department b. Procurement Policy - maximum amount Highway Supt. can spend without Town Board approval -$2,000.00
5. Dog pound-Herkimer County Humane Society
6. Regular monthly meetings at Columbia Town Building, 2nd Thursday of the month, 7:30 P.M./or as scheduled
7. Insurance: General Insurance, NYMIR--Health Plan, CDPHP-- Workman’s Comp.,Comp. Alliance--NYS Disability, First Rehabilitation Life
A motion was made by Councilman Teletnick,, seconded by Councilman Keeler to adopt the following resolution #09-01: RESOLVED: The Town of Columbia Town Board, Herkimer County, New York, hereby adopts joint and several resolutions of each and every item presented.VOTE: Keeler, aye; Lynch, aye; Teletnick, aye; Weiss, aye
The board audited the books of the Supervisor, Justice, Clerk, Tax Collector.
REGULAR TOWN BOARD MEETING
Mitch VanWinkler reported his quarterly and end of the year report to the board. No zoning applications were received the last quarter of 2008.
A motion was made by Councilman Keeler, seconded by Councilman Lynch, to accept the minutes of 12/11/08. VOTE: All members voted aye.
A motion was made by Supervisor Weiss, seconded by Councilman Keeler, to appoint Mark Buddle as councilman to fill the vacancy on the board. VOTE: All members voted aye. Regular meeting, 1/8/09 A motion was made by Councilman Teletnick, seconded by Councilman Keeler, to accept the Supervisor and Town Clerk monthly reports. VOTE: Keeler, Lynch, Teletnick and Weiss voted aye; Buddle, abstained
BILLS: The Board audited the monthly bills. A motion was made by Councilman Buddle, seconded by Councilman Teletnick, to accept the following bills: General Fund, #1 - #17 for $ 11,022.08 Trust & Agency, #1 for $ 417.39 Petrie Brown, #1 for $ 175.96 Highway, Item 3, #1 - #7 for $ 6,817.27 Highway, Item 4, #1 - #8 for $ 36,053.58 VOTE: All members voted aye. Supervisor Weiss explained that the Petrie Brown Hall was built with money from Petrie Brown – when he passed away he left money to the Town of Columbia which is in CD’s – the interest generated is used for supplies and maintenance for the hall.
DEPARTMENT REPORTS: -HIGHWAY: Supervisor Weiss reported in Aaron’s absence that the 1997 International had hubs replaced. Have ordered more salt and sand.
Supervisor Weiss extended a thank you to Janet Elliott for her service to the town as Justice.
Thank you from Herkimer County Historical Society was read.
A motion was made by Councilman Keeler, seconded by Councilman Teletnick, to adopt the following resolution #09-02:
RESOLVED: the Town of Columbia Town Board, Herkimer County, New York, hereby authorizes the following for the 2008 budget: Transfer $50.00 from A-8810.4 to A-5010.4. Increase PN1624.4 to $135.00 and increase TA20.0 to $4,165.56. VOTE: Buddle, aye; Keeler, aye; Lynch, aye; Teletnick, aye; Weiss, aye
INPUT: The Board received input from those attending.
Next meeting will be February 12th.
A motion was made by Councilman Keeler, seconded by Councilman Lynch, to adjourn. The meeting was adjourned at 8:40 P.M.
